No, you cannot. You really need to extract Win32 error code (we pass standard ones) to see what's wrong. We specially don't hide system errors with our own ones for purity.

1) Ask sales@starburnsoftware.com about V13 key keeping your purchase details near
2) Uninstall V12
3) Install V13 unsing key from 1)
4) Re-build your project with new binaries and headers
