Is there a callback or notification mechanism to let the user know a new disc is loaded and is ready for a specific device? The scenario is that when the user launches the software and ejecting the disc, putting a new disc in the device, the application needs to know when the device is ready to be queried and the user can proceed with burning.

No, you need to poll the device with TestUnitReady or GetMediaTrayStatus (as Windows does itself) or put some reasonable amount of time as parameter to Ex or ExEx variant of the TestUnitReady call and we'll poll the device for you returning when it (device) would be ready.
