I have a lot of bug-reports from my clients with Win98 (ASPI installed).

Starburn_upstartEX()failed, exception 37

This error said about wrong OS version, right?

(Starburn 7.1.10 + Borland Delphi)

StarBurn Version 7.1.10 has Windows 95/98/Me support dropped. We'll represent it back in 7.2.20. Sorry for this! :)
