OK, I've got a chance to see what's wrong with the files you've uploaded. See, you've occasionally multiplexed MPEG-1 video stream and MPEG-2 audio stream. That's why created VCDs are really not VCDs

They can be played w/o any problems with the software/hardware supporting MPEG-2 processing (my Sony and Pioneer DVD players accept such a disc and work w/o any problems, also PowerDVD5 software player works fine!) but Windows Media Player incapable of MPEG-2 (only MPEG-1 audio and video streams are accepted out-of-box) plays the stuff with jerked off audio/video...
I'd recommend you to make sure multiplexed audio/video stream is OK before you're doing professional VCD/SVCD/DVD-Video/DVD-Audio mastering

Quite a lot of apps usually do not check MPEG streams very accurately -- it's A LOT of work.
